Graduates of this program can now provide essential guidance on establishing financial institutions and Automated Teller Machines (ATMs) on Army installations, assess foreign banks for limited deposit accounts, and conduct banking infrastructure evaluations as part of their economic analyses.     Enhancing Financial Readiness Through Specialized Training

    The Operational Banking Short Course is designed to deliver comprehensive training for finance and comptroller Soldiers across all three Army components. Shawn Crocker, Deputy Banking Officer at USAFMCOM, emphasized that upon completing this course, Soldiers are prepared to advise commanders on establishing necessary financial services within Army installations.

Captains Kali Rose and Jasmine Thompson highlighted the significance of evaluating foreign financial institutions for stability and compliance as essential steps toward establishing Limited Deposit Accounts (LDAs).     Among those who completed OBSC Class 03-25 are:

    • Master Sgt. Toya Culwell – Senior enlisted advisor, 93rd Finance Battalion
    • Capt. Hydeia Pickett – Disbursing officer, 15th FIBN
    • 1st Lt. Jonathan Padilla – Deputy disbursing officer, 125th FIBN
    • Capt. Kali Rose – Disbursing officer, 125th FIBN
    • Capt. Jasmine Thompson – Banking officer, USAFMCOM Department of the Army
    • Capt. Marcques Walker – Disbursing officer, 1128th Finance Company

    Crocker noted that one graduate will deploy soon after completing the coursework and will immediately apply her newly acquired skills in a practical setting.

    The Structure of the OBSC Program

    The OBSC was fully implemented in late 2022 as an expansion of the yearlong Training with Industry banking initiative tailored exclusively for Active Component members who could only graduate two officers annually from that program.

    This hybrid course consists of a self-paced online segment lasting approximately four weeks followed by a week-long residency at both the Armed Forces Bank in Kansas City and USAFMCOM Headquarters in Indianapolis.
