Chino Valley wins GFOA excellence award in financial reporting

The Town of Chino Valley has achieved a remarkable milestone by receiving its inaugural Government Finance Officers Association (GFOA) Award for Outstanding Achievement in Popular Annual Financial Reporting (PAFR Award). This recognition celebrates the town’s commitment to transparency and effective communication regarding its financial activities. The award is specifically for the Popular Annual Financial Report for the fiscal year ending June 30, 2024. This achievement highlights Chino Valley’s dedication to providing accessible financial information to its residents, ensuring they are well-informed about the town’s finances.

    Chino Valley’s First GFOA Award

Receiving the GFOA Award marks a significant accomplishment for Chino Valley, being the first time it has been honored with this prestigious recognition. To qualify for the PAFR Award, a municipality must submit its Annual Comprehensive Financial Report (ACFR) to GFOA’s Certificate of Achievement for Excellence in Financial Reporting Program and secure that certificate for the current fiscal year. Each submitted report undergoes rigorous evaluation by judges who assess factors such as reader appeal, clarity, distribution methods, creativity, and more.

The Importance of a Popular Annual Financial Report

A Popular Annual Financial Report is designed to summarize a government’s financial activities in a way that is easily understood by the general public. It serves as a simplified version of the more detailed ACFR, aiming to present key financial information clearly and concisely. This approach ensures that even those without a background in government finance can grasp essential data about their community’s finances.

    Mayor Armstrong’s Praise

Mayor Tom Armstrong expressed pride in this achievement and what it signifies for future engagement with residents. He noted that not every municipality produces a Popular Annual Financial Report and highlighted his satisfaction with how effectively this version presents financial information. “I am exceptionally proud that we created this version of our financial information for our residents,” Mayor Armstrong stated. “It’s my favorite version of our financial data as it is so easy to understand. Staff did a great job with this one.”

Enhancing Community Engagement through Clear Reporting

Finance Director Katie Pehl emphasized how adding this report to Chino Valley’s reporting portfolio aligns with efforts to encourage more residents to explore the town’s financial status presented in an engaging format. The PAFR was crafted as an easy-to-read document that combines visual appeal with essential content—a magazine-style design intended to enhance understanding among residents.

A Comprehensive Overview in Simplified Format

Though significantly shorter than the ACFR—only 16 pages compared to 134—the PAFR contains all vital financial details including revenues, expenses, debt obligations, and capital assets. Additionally, it features community insights, key accomplishments from previous years, and future projections presented through text, graphs, pictures, and charts. This visual representation helps residents quickly assess Chino Valley’s financial health and responsible management.

    Accessing Financial Reports Online

Residents interested in reviewing these various reports can find them on Chino Valley’s official website at www.chinoaz.net. By navigating to the Government tab at the top menu bar and selecting “Finance,” then “Financial Reports” from the right-side menu section, users can access crucial documents including Quarterly Financial Reports, Annual Budgets (both Tentative and Final), ACFRs, and the award-winning PAFR itself. Direct access to this year’s PAFR can be found through this link: Pafr FY 2023-24.

The Role of GFOA in Promoting Excellence

The Government Finance Officers Association plays an integral role in advancing excellence within government finance by offering best practices along with professional development resources benefiting over 25 thousand members across various communities.
This award not only signifies recognition but also encourages continued improvement concerning transparency and accountability within local government operations—qualities that foster trust between municipalities like Chino Valley and their citizens.
